Isn’t this a cool piece of ephemera? This is a header card for a Reflector Safe-T-Mask (The Mask That Lights Up At Night), produced by the Star Band Company of Portsmouth, Virginia. The artwork is definitely on the spooky side. I like the little touch of having the price contained within a pumpkin. I have never seen this before. The card measures ~3.5” high by ~7” across.
